Is the government doing enough to protect American people and stop the spread of mad cow?

I am completing this research for my research paper.
I would cross off no and too much
Yes "to a degree" would probably be most feasible to my audience. My teacher and fellow students will read my research. Most of my research agrees that the government is doing a lot to protect us but isn't doing a lot to stop the spread of it. I think this is the angle I will pursue in my argument.
